While blocking traffic for a vehicle accident on US HWY 84 at Lamb Street in Trout, LA, on Friday, December 6, 2013, a LaSalle Parish Deputy Sheriff observed the driver of a pickup truck attempting to go around the blockade against the officer’s orders, according to LaSalle Sheriff Scott Franklin.
The vehicle was stopped and the occupants identified as driver, Joshua D. Rowzer, 22, of Haughton, LA, and two male passengers, Collin B. Hernandez, 18, of Bossier City, LA and Kenneth W.
