Suspect Arrested after Double Homicide in Urania, LA

RandyWaitsA 37-year-old Urania, LA, man has been arrested and charged with murder in connection with the Wednesday, April 22, 2015, shooting death of two women in Urania, according to LaSalle Parish Sheriff Scott Franklin.  Randy Eugene Waits, 37, of Urania, was arrested around 3:00 PM Thursday, April 23, 2015, and booked into the LaSalle Parish Jail on two counts of first-degree murder.

Patsy Irmalene Cotten, 73, was found dead in her home on Pentecostal Church Road in Urania around 1:00 PM Wednesday, April 22, 2015.  After a 24-hour search of the area, the body of 19-year-old Christina Kylie King Duncan was found about mid-afternoon on Thursday, April 23, 2015. It appears that both women succumbed to gunshot wounds.

Franklin said that Mrs. Cotton’s family became concerned, when they could not contact her on that Wednesday.  A friend went to her home to check on her, noticed a door had been broken in and alerted law enforcement officials.

When Urania Chief of Police, Wayne Corley, and a LaSalle Parish Deputy Sheriff arrived at the scene, they realized a crime had been committed and called in investigators from the LaSalle Parish Sheriff’s Office.

When LPSO detectives arrived on the scene, Mrs. Cotten was discovered deceased inside the residence, an apparent victim of homicide.

Shortly thereafter, officers were informed that Christina Kylie King Duncan was missing. Christina’s truck, with personal belongings, was discovered on her property adjacent to the property of Mrs. Cotten.

Sheriff Franklin said evidence at the scene led officers to believe that Duncan had also met with foul play.  The Sheriff then launched an all-out manhunt for the missing woman.

Franklin said every available LaSalle officer, along with deputies from the Rapides Parish Sheriff’s Office, an investigator from the North Louisiana Crime Lab, and the LPSO Auxiliary K-9 Cadaver Team joined the search.

Officers searched the area between Urania and Tullos, LA, particularly all the oilfield roads in the area, seeking for missing Christina Duncan. The search ended around 3:00 PM, Thursday April, 23, 2015, when Christina Duncan was identified deceased under the Castor Creek Bridge on US HWY 84, just west of Tullos, LA.

Evidence led investigators to Randy Eugene Waits, who was taken into custody, without incident, and subsequently booked into the LaSalle Parish Jail.

The investigation was conducted in conjunction with the LaSalle Parish Coroner’s Office.  The Urania, Olla and Tullos, LA Communities contributed considerably to the conclusion – the investigation would not have progressed so swiftly, without their support.

Sheriff Franklin commended all his detectives and other officers involved in the case for their excellent work in solving the crime and making an arrest less than 30 hours after the murders occurred.
